Planning
The Parish Council plays an active part in all local planning issues. It is probably the area of the Council’s role that is best known to the community and which can be of the most importance to our residents. There are several ways that the Parish Council works to secure the best outcome for Rusper:-
• A Neighbourhood Plan has been created which sets out the local planning policies. This is a legal document which must be considered by the planning authority (usually this is Horsham District Council but is occasionally West Sussex County Council or the Planning Inspectorate). • The Parish Council reads and responds to the plans put in place by the planning authorities and attempts to ensure these work for the benefit of Rusper.
• Planning applications are reviewed and considered at each monthly Planning Committee meeting.
• Any compliance issue in the Parish is notified to Horsham District Council so that they can ensure it is legal and compliant and take further steps if it is not.
The Parish Council is notified of all applications in Rusper and is given an opportunity to submit their comments to the planning authority. The planning authority has the power to make all decisions, Rusper Parish Council only has a right to be consulted. However, the Parish Council aims to make persuasive arguments so that the Planning Officer is aware of any potential issues/benefits of the impact of the planning application.
If you have a view on a planning application, please come along to one of our monthly Planning Committee meetings, or contact the Clerk or one of your Councillors to make your views known. The meetings are held on the third Tuesday each month in Rusper Village Hall and members of the public are very welcome to attend.

31/10/2024 7.1 It was proposed that for all objections to planning applications, at the end of an objection submission, a paragraph should be added that says:
“In the event that the officers are minded to propose the acceptance of this application, Rusper Parish Council would ask for it to go to full committee and that the Parish Council is allowed to speak to their objections at the meeting.” All were in favour.
It was RESOLVED to use this phrase as part of all planning responses.
